Mexican Government Still Committed to Punta Colonet, With Reduced Parameters


The Ministry of Communications and Transport reiterated today that the mega-port project in Punta Colonet, Baja California, will go forward but in a reduced size compared to the original plan. The Ministry of Communications and Transportsaid said there is no target date yet for the start of the bidding process, but preparations for that are underway.

Punta Colonet Land for Sale (A Pre-Port Construction Bargain?)

First the Airport at Riviera Maya, Then the Mega-Port at Punta Colonet?

Mexican mega-infrastructure projects take time. Three years after announcing the imminent construction of a new airport at Riviera Maya, the Mexican government on Monday will at last announce details of the bidding process, and set a four-year timetable for construction. The primary contract will likely go to one of the three groups that operate airports in the country: Grupo Aeroportuario del Pacifico (GAP), Grupo Aeroportuario Centro Norte (OMA) and Airports del Sureste (Asur); also interested is Obrascón, Huarte and Lain (OHL). The airport was one of many major projects, including the Punta Colonet mega-port, included in Mexico’s 2007 National Infrastructure Program (NIP) for 2007-2012. The Riviera Maya project is moving ahead in three phases -- specific invitation to stakeholders, publication of tender documentation, and investment in the project. The same procedure is being used for Punta Colonet.

The airport will include a terminal, runway and taxiways, operating platforms, fuel station, control tower and a Body Rescue and Firefighting (CREI) unit. Mexican President Felipe Calderon said the Riviera Maya airport project would be the first in Mexico to be built completely with private funds. He put the estimated cost for the project at 3.2 billion pesos (US$255 million). Calderon said the airport in its “initial phases” would be able to handle as many as 3 million passengers per year and would be able to accommodate intercontinental flights.

Guaymas, Mexico, Port is Thriving; Punta Colonet Coming On-Line


The mega-port at Punta Colonet is still on the drawing boards, but business is booming at the port of Guaymas, Mexico. Guaymas is located in the southwest part of the state of Sonora in northwestern Mexico, 242 miles from the U.S. border. Considerable tonnage of copper and iron ore, cement and fertilizer moves through the port. Mexico's government remains committed to building Punta Colonet, largely to accommodate container ships from Asia, and forwarding cargo by rail to U.S. markets. The latest assurance that Punta Colonet planning is on track came from Baja California Governor Jose Guadalupe Osuna Millan on March 17. He said the tender process will begin in May or June. Carlos Slim Helu, World's Richest Man, May Build Punta Colonet Mega-Port

The newly annointed world's richest man Carlos Slim Helu has long been reported to be interested in taking the lead position in constructing and operating the planned mega-port at Punta Colonet. Slim's infrastructure company, known as Ideal, is partnered with Mexican mining and railroad giant Grupo Mexico and New Jersey-based terminal operator Ports America Group to bid on the project. In 2008, Miguel Favela, head of Mexican operations for Ports America, said, "We've spent a lot of years working on this. It's going to make Mexico . . . much more competitive." Ports America is the largest terminal operator and stevedore in the United States, operating in 42 ports and more than 80 locations. It is owned by Highstar Capital.

"Robust Growth" Forecast for Mexico's Ports Sector

Mexico's ports sector is forecast to experience the most robust growth in industry value in the coming years, according to the "Mexico Infrastructure Report Q1 2010". Researchers at Business Monitor International note, "There is an upside risk to our forecasts for the port infrastructure industry value if the Punta Colonet project materialises." Another comment from the report: "Mexico's Ministry of Transport and Communications announced a restructuring of the Punta Colonet project to better reflect the changed global economic realities, which have culminated in a steep contraction of global trade. The ministry is taking the same approach it took for the concession of the FARAC highway packages, which proved to be a success in getting investors interested in the project."
